The Commonwealth Competition Council Cost Comparison Program, "COMPETE," helps government agencies measure the full cost of their operation, compare it with the private sector and apply appropriate adjustments in an open environment. It is also a useful tool when considering business process reengineering. As a fully automated, PC operated program, "COMPETE" provides key information needed to evaluate a competitive sourcing opportunity:
- Fully allocated cost of a government function or activity;
- Activity cost of service output of a government function;
- Competitively neutral cost comparison between public and private options;
- Identify business process re-engineering steps.
"COMPETE" allows an agency to compare alternative business proposals, emphasize fully allocated costs and set benchmarks to measure contract performance.
