Dear
Virginia City/County/Town Manager:
The
Virginia General Assembly created the Commonwealth
Competition Council in 1995 as codified in
Section §2.2-2620 et seq of the Code
of Virginia. This legislation was originally
known as the Virginia Government Competition
Act of 1995. Among its many provisions the
Council is charged to "Develop an institutional
framework for a statewide competitive program
to encourage innovation and competition within
state government."

The
General Assembly passed Senate Joint Resolution
No. 382 (SJR 382) in 2001 which requested
the Commonwealth Competition Council, in cooperation
with certain agencies and organizations, to
prepare a plan for the development of a system
and review process to implement and maintain
a statewide database for nonprofit and not-for-profit
entities which is accessible via the Internet.
Inasmuch
as Authorities are "not-for-profit"
entities encompassed by SJR 382, it is appropriate
to identify all authorities in Virginia to
be included in the required plan. As a working
definition for this request, a public authority
is classified as a corporate entity chartered
by one or more governments (state or local),
governed by an appointed board, and responsible
for various public service functions. This
definition applies to almost all of the authorities
referenced in various sections of the Code
of Virginia and the Acts of Assembly.
The
initial research showed 433 authorities in
Virginia. As of October 12, 2001, a total
of 617 authorities have been identified. Your
assistance is requested in verifying this
list and adding information concerning authorities
in your locality. A brief survey follows for
your use. Please take a few minutes to review
the database and complete the survey as appropriate.
